Abstract For centuries, there are numerous debates either to applaud or to rebuke the teachings of rites. In order to clarify the crux, it is necessary to explore the origin of the teachings of rites. First, I discuss the ritual system described in 《Chou Li》(ritual system established in the Chou Dynasty). The system consisted of Heaven Officials (The Cabinet);Earth Officials (The ministry of national affairs, which was headed by Seatu); Spring, Summer, Autumn and winter Officials who were in charge of ceremonies, military, justice and economics respectively. Second, I briefly describe the Twelve Teachings and discuss its applications area as well as the expected goals. Third, I explore the implement of the teachings of rites that are accomplished by means of the six arts (rites, music, archery, driving, learning and mathematics), the six virtues (wisdom, benevolence, sanctity righteousness, loyalty and harmony) and the six performances (piety. friendship, cordiality, marriage, pregnancy, and relief). According to 《Chou Li》, Tah Seatu should guide people by three matters; i.e. the six arts, the six virtue and the six performances. Supported by eight penal laws, Tah Seatu could regulate people to carry out the teachings of rites. Finally, I comment on the purpose of this ritual system and its values.
